Miguel Tinker-Salas, one of the nation's foremost authorities on political issues confronting Mexico and Latin America, is author of "Under the Shadow of the Eagles, The Border and the Transformation of Sonora During the Porfiriato" (1997). His expertise includes: contemporary Mexican politics, Mexican border society, Mexico in the 19th and 20th Centuries, Latin American history, Chicanos/as and Latinos in the United States, Chicano/a history, Latin American immigration and the Diaspora. He is fluent in both Spanish and English.

Regarding the March 2005 U.S.-Mexico-Canada summit in Texas he notes that, "Mexico is central to any policy initiatives the US may expect to pursue in Latin America. Likewise, the United States, and the ability of Fox to extract any concessions from the Bush administration improves the chances for a PAN candidate in the 2006 elections…. Under the present political climate, much of it generated by the administration and conservative interests in Washington, a guest worker program with Mexico would be political suicide for the President. The only other issue of interest to discuss between Mexico and the U.S. is the status of the Mexican oil industry. Yet any attempts by Fox to open the industry to U.S. investments would be equally tantamount to political suicide for the Mexican president, and ensure his party's defeat in the 2006 elections.”
